The Mayor's name was Richard. At least for the lifetime I knew him in. Said he didn't really recall his first name but it might have been John. That'd be kind of fucked up, wouldn't it.

'Darla' for sure knows, but I've never met the girl, I just know she's the blonde chick who murdered Angel the first time and turned him. And that she was skulking around LA the last time Angel visited.
She didn't talk, and I had no idea. Her presence was weak, but she managed to take control when I felt too weak to do anything, and she helped me fight a couple times.
